Caught in the net

'Caught in the net' is to indicate that a ship in poor condition is/was detained in a Paris MOU port for one or more serious defects, which could include malfunctioning safety equipment, conditions possibly causing pollution, severe corrosion, poor 
working and living conditions, poor on-board management or other violations of international rules
